Frans Albert Joku Urged to Apologize

JAYAPURA CITY - A councilor urged Frans Albert Joku to apologize to Papua Governor Lukas Enembe for accusing him of not being cooperative in helping the central government with a proposal for the application for five provinces to be members of the Melanesian Spearhead Group.

“He should make an apology to the Papua Governor soon. He’s a provocateur. He doesn’t have capacity. He does for a living on the wrong way,” Papua Legislative Council member Nasson Uti said.

“He sells the people of Papua. Koran Jubi dated 26 June reported the Prime Minister of Papua New Guinea Peter O’Neil state those who could represent the Indonesian Government in MSG Summit are Papuan people and Papua and West Papua governors. It is clear. But Joku said they were not cooperative against the Central Government,” Uti told Jubi by phone on Wednesday (1/7).

He further questioned who gave the mandate and legitimacy over Frans Alberth Joku to attend in MSG forum and represent Papua. “We are questioning the capacity of Alberth Joku in MSG, because none of five provinces including Papua didn’t give him a mandate. What could be an X factor made him to accuse the Papua Governor Lukas Enembe? While the MSG memberships is clear. He was whom representative, whether Indonesia or the people of Papua?” he said.

Earlier, MSG leaders expected two governors of Papua participated in the MSG Summit held in Honiara on 25 – 26 June 2015 but the two governors, Lukas Enembe and Abraham Ataruri didn’t attend the forum. According to O’Neil, they are the legitimated leader of Papua and officially elected by the people of Papua through General Election. Both governors were considered legitimated to represent the people of Papua in MSG.

Peter O’Neill earlier said MSG wanted to accommodate the West Papua as MSG member. But the representatives must be the one who’ve been elected and got the Papuan people’s mandate officially. “We want one voice in MSG for West Papua. But many groups were representing many interests. The only legitimated person to represent the people of West Papua is the elected leader and it’s the provincial governor,” O’Neill said in the forum.

He repeated his statement one day before the opening of MSG leaders meeting. He cited the meeting with the Indonesian President Joko Widodo in last May. “Indonesian President said there are five governors who represented 11 million Melanesians in Indonesia. They were elected; they are Melanesian, not Javanese. They could represent 11 million Melanesian in MSG,” O’Neill said.

When asked about the absent of two Papuan governors in Honiara, Joku said the Papua Governor Lukas Enembe wasn’t cooperative in the process applying Indonesia as associate member in MSG. Joku claimed about a delegation who represented Papua and West Papua Province attended in the forum in Honiara with Indonesian delegation. “One from Manokwari and the other one from Raja Ampat,” Joku said.

Further Joku who was the former journalist in PNG added the representatives of two Papuan provinces were not a governor, but they must have approval from the Indonesian Government. “No the governors. They must have approval from the Ministry of Foreign Affairs and should work together with Papua Legislative Council and Papua Peeople’s Assembly,” he said.

MSG finally accepted the Indonesian application as Associate Member representing five provinces in Indonesia, namely Papua, West Papua, Maluku, North Maluku and Nusa Tenggara Timur. MSG also approved the application of the United Liberation Movement for West Papua (ULMWP) as observer representing Melanesians outside of Indonesia. [Jubi]
